LOL, you have got to be joking, do you see girls walking around naked in YOUR country? The only place this might be possible is a nudist colony, where everyone (mostly old fat people) walk around naked and live together, but this a small enclosed location since it is illegal to be publicly naked in the U.S.

I recall Vermont permits public nudity. But I haven't followed the issue and times are different now.

Only when the weather is nice. So out in California for instance you can expect to see naked women pretty much year round. But keep in mind that out here in the midwest that's just not an option for a good part of the year. Short skirts is about the most you'll see in the winter and then only from the diehard showoffs. But come spring they make up for lost time. During the first month or two of warm weather you can usually expect to see a good 25% of the women naked, and most of the rest topless.

Actually I'm kidding, that would be illegal almost everywhere in the US. In a few places it might technically be legal but you still don't see anyone do it. Most likely what you saw was either totally staged or something they did one time as a stunt. The only place you could really get away with that regularly is at a nudist resort.
