Some common ways these people can be connected to a local business:
Free Google local search listing: You don't need a web site to be more prominently displayed beside a map in the Google search results. Only a physical business address is required, they verify your business by searching online directory sites, so it wouldn't hurt to be listed in them. Positive reviews of your local listing can improve it's placement.
Online yellow pages: there are multiple local listing websites, I'm not families with their pricing structure, I'm guessing that a basic listing may be free on some, superpages, reachlocal and dexknows are some examples.
Paid search result advertisements: The major search engines display "Sponsored" results as well as the top ranked organic search results. Usually bought on a pay per click basis, these ads can be go targeted to only be seen by people within a certain radius, helping to make the ads more cost effective. Facebook also now sells advertising, their detailed member profile information allows more tightly targeted advertisements aimed at specific gender, age marital status, and interests, you can advertise only to people having birthdays. You generally need a web site that these ads send visitors to, though I understand you may currently be allowed to place your phone number in a google adwords ad.
